SPEECH DELIVERED BY THE EXECUTIVE CHAIRMAN, YABA LCDA, HON. ABDUL-RAHEEM OLAJIDE JIMOH ON THE OCCASION OF WOMEN EMPOWERMENT, PUBLIC PRESENTATION OF 2012 BUDGET AND UNVEILING OF YABA LCDA’S POLICY PLAN AT THE COUNCIL SECRETARIAT ON MONDAY, APRIL 30, 2012.
It is to the Glory of ALMIGHTY ALLAH that we are here gathered yet again on this uspicious occasion of another milestone in the life of this administration. We exist by HIS GRACE, we live by HIS FAVOUR. What we are about to witness today is another step in the continuous affirmation and demonstration of our vision of moving Yaba to the zenith of greatness by consciously and consistently improving the standard of our people through collective participation.
During electioneering, we made a covenant with our people by promising to take steps that will enhance the value of lives. We strongly believe that a covenant with people is a covenant with God. Our position is that promise must be kept. In the words of Stephen Covey ‘’by making and keeping promises to ourselves and others, little by little, our honour becomes greater than our moods’’
Not long ago, we came together to celebrate our elderly and unveiled a social welfare package for them. A sum of One Million naira only was shared amongst 100 (One Hundred) of them at an equal rate of N10,000 (Ten Thousand Naira) only with a promise to make it a monthly episode.
I am happy to confirm that they have since been enjoying their monthly stipends. This is another in the series of empowerment programme which this administration has lined up. It is our hope that at the end of the series of poverty alleviation programmes, most of our people would have been touched and their lives positively affected.
For, we want our government to be remembered for its unequalled tenderness and kindness, revelling in Kahil Gibran’s saying that ‘’tenderness and kindness are not signs of weakness and despair but manifestations of strength and resolution’’.
Today, we are celebrating our women. Women are important on all fronts. They are invaluable in the realm of politics. They are vibrant, agile and politically conscious.
Arguably, they are more in number in politics. And because they express themselves so easily, they are quite useful and, indeed, indispensable to any successful politician.
The role of women during the last electioneering cannot be wished away. They were there for us, during and after campaign. When we needed to sing, they sang, when they were to do house to house campaign, they did not disappoint us. It is therefore obligatory on our part to remember and reward their steadfastness.
More importantly is the fact that we cannot afford to close our eyes to the needs of our people. The prevailing economic situation has brought untold hardships into many homes with a lot of people thrown out of jobs.
The importance of women in such homes cannot be over-emphasised. The supplementary role they play is a serious stabilising act. We therefore believe that when you empower women, you are empowering a family. We have chosen across the whole Local Council developing Area one Hundred (100) women who will today receive ten (10) crates of eggs each. It is our hope that upon the sale of these eggs, the proceeds will form the basis for sprouting up of some forms of business for those who are just starting and added finance for
those already in business.
History has afforded us of businesses which started conservatively but today are in multiples of millions. My advice to you beneficiaries is that you apply the proceeds of the sale of these commodities judiciously. For those who will be starting business, please make up your minds that this is the beginning of greater things. I recommend the words of Napoleon Hill to you ‘’Patience, Persistence and perspiration make an unbeatable combination for success’’. To all, always remember the saying of Greg Werner ‘’your achievements in life are dependent on a simple two-step process: (a) Think positive achievement thought and (b) Take positive actions towards those thoughts. Don’t wait another second, start the processing right now’’
Distinguished ladies and gentlemen, I also wish to use this opportunity to present to members of the public, the year 2012 budget of the LCDA. This fiscal year we intend to spend the sum two billion, two hundred and eighty four million, six hundred and twelve thousand, six hundred and eighty one naira only (N2,284,612,681) made up of capital expenditure of N889, 700,000 and recurrent expenditure of One billion, Three Hundred and ninety four million, nine hundred and twelve thousand, six hundred and eighty one naira (N1,394,912,681).
We have also resolved to concentrate our attention on five (5) cardinal programmes which are:-
- Environmental / Infrastructural facilities
- Improvement on Primary Education
- Improvement on Health facilities
- Empowerment & Poverty Alleviation
- Security of Lives and property
I need to say that while already we have started implementing these programmes, with the budget now in place, activities will be greatly revved up. I call on the good people of Yaba LCDA to brace up for more action from us.
Ladies and gentleman, Denis Waitley said ‘’the secret to productive goal setting is in
establishing clearly defined goals, writing them down and then focusing on them several times a day with words, pictures and emotions as if we’ve already achieved them’’.
This saying is absolutely correct. Therefore, in a bid to give consistency and sharperteeth to the developmental efforts of this administration, we have put together a POLICY PLAN that will guide us throughout this tenure.
It is a deliberate and conscious attempt at codifying plans and policies for the transformation of Yaba Local Council Development Area. How we intend going about the achievement of those 5 cardinal programmes is clearly outline in the POLICY PLAN. Perhaps, we need to add that we have received accolades from all those that have come into contact with the plan.
In the name of ALLAH Subhnana Tahala, I hereby unveil the Yaba LCDA POLICY PLAN to the greater development of our LCDA. Let me, once again, assure our people that this government will stop at nothing at introducing and implementing policies and programmes that will ease their burden and enhance the value of their lives as we believe irrevocably in the words of Lucius Seneca that; ‘’Whatever is to make us better and happy, God has placed either openly before us or close to us’’
